The Four People in Party Hats

Clue 1Can you see another page which looks very similar? You will need this to crack the code.
-
Clue 2The page with the party hats in frames holds the key. How many party hats are in each frame and how could you use these, together with the puzzle page, to work out the answer?
-
Reveal the answerEleven. The first woman is wearing a gold party hat and there are 4 of the same hats in the frame. The second woman is wearing a green party hat, and there are 9 of these hats in the frame. The man is wearing the orange party hat, and there are 5 of them in the frame.
